The European Parliament suspends the vote on the upgrade of EU – Israel
relations

The European Parliament (EP) today postponed the vote on the proposal by
the EU Commission and Council for the draft recommendation to conclude a
Protocol to the EU-Israel Association Agreement and on the general
principles governing the State of Israel’s participation in Community
programmes . The vote was originally scheduled for tomorrow, Thursday,
December 4, in the EP in Brussels.

This vote would have been an important step in the process of upgrading
EU-Israel relations, which was requested by the Israeli Minister for
Foreign Affairs, Tzipi Livni, during her hearing in the EP Committee on
Foreign Affairs, within the framework of the Protocol for the Association
Agreement between EU and Israel. However, the European Parliament voted
differently : the majority of parliamentarians called for a
postponement of the vote to another date yet to be determined, as requested
by the GUE/NGL and Greens groups, with agreement from the Socialist Party,
some of the Liberals (ALDE) and some MEPs from the Popular Party.

“It’s time for the Israeli Government to stop considering itself above
the law and start respecting it, beginning by freezing all
settlement -building activities and ending its siege on the Gaza Strip.
Until the Israeli Government signals its willingness to abide by
international law and especially human rights and humanitarian law, the
European Parliament is not disposed to vote,” declared Luisa Morgantini,
Vice President of the European Parliament.

“Today’s vote is an important political message, directed not against
Israel, but at pushing the Israeli leadership to respect their obligations
in order to achieve tangible results from the Israeli-Palestinian
negotiations, so that they can reach a peaceful solution and the security
of the two peoples. It is also a signal to the EU Council and Commission,
that they must put pressure on Israel to stop its colonization of the 1967
Occupied Palestinian Territory.

But this vote is also a sign of hope for the Palestinians, telling them
that the European Parliament is not deaf to the suffering of people in Gaza
and the West Bank, and that the EP is not only determined to verbally
criticize the situation but to take concrete action for the respect of human
rights and international law.

It is also an answer to PM Salam Fayyad, who launched an appeal to the EU
to not upgrade its relations with Israel since after Annapolis there have
not been improvements, neither in lifting the closures on Palestinian areas
nor freezing settlements; it is also an answer to Palestinian civil society
and to the NGOs that have sent many letters to European Parliamentarians.

Finally this vote is positive for us Europeans, who are showing to
ourselves and to the entire world that respect for human rights and the
achievement of justice are not an abstract declaration of principles,”
concluded Luisa Morgantini.

  2. Maar, Anne-Marie: lees dit, missive van Max Wieselmann:

    Dear friends, the voting in the EP on the upgrading of relations between Israel and the EU is postponed. But that is not a victory. The item will soon be on the agenda again (in this month or in January) and if the EP is complete (which is normally the case if they meet in Strassbourg) we are lost. The key position in the voting is as I understood from well informed sources with the PES, the Social Democrats. The shift in their midst between pro and contra is vital for the outcome of the overall voting. So let us try again to get into contact with PES-members and ask them not to vote for an unconditional upgrading. Conditions (peace process, humanitarian situation in Gaza etc.) have to be fulfilled before the upgrading takes place not afterwards because with that we have bad experience. Call or write/email your MEP’s, of course in the first place the PES delegates but in other parties also. Special attention should be payed to the following:
    In the PES there seems to be a key rol for its rapporteur in this case Veronique de Keyser, she was behind the resolution for upgrading but ‘went over’ under pressure by her PES colleagues, at least this week (in the decision to postpone the voting). So if you have contacts with her or if you know people who know her, please put your message through to these people (I hope our Belgian friends can do something in this respect).
    Both in the PES and in the EPP (the Christian-Democrats) the Germans and the members from the Eastern European countries are a special case, they usually take a very ‘pro’ Israel position. Since as EJJP we do not have groups in Eastern Europe we can only ask our German members to try to address their fellow country men explicitly (in all EP parties!).
    It is not a problem that MEP’s get the same message from different sides!

    Het Europese Parlement (EP) heeft vandaag de stemming uitgesteld over het voorstel van de Europese Commissie (European Commission) en de Europese Raad van een ontwerp-aanbeveling tot het toevoegen van een protocol aan het Associatieverdrag met Israël, en aan de algemene beginselen rond de deelname van Israël aan programma’s van de EU. De stemming stond oorspronkelijk gepland voor donderdag 4 december in het EP te Brussel.

    De stemming zou een grote stap geweest zijn in het upgrade-proces van de relaties met Israël. Daar was om verzocht door de Israëlische minister van BuZa Tzipi Livni tijdens haar bezoek aan het EP Comité voor Buitenlandse Zaken in het kader van het protocol van het Associatieverdrag tussen de EU en Israël. Het EP week daar echter van af. Een meerderheid van de parlementariërs stemde voor uitstel tot een nader te bepalen dag, na verzoek van de GUE/NGL en de Groenen, met instemming van de Socialistische Partij, enkele Liberalen (ALDE), en sommigen van de Europese Volkspartij.     “Het wordt tijd dat de Israëlische regering stopt zichzelf boven de wet te achten, en begint met die te respecteren, om te beginnen met het stoppen van alle bouw in de nederzettingen, en met de afsluiting van Gaza. Tot het moment waarop de Israëlische regering laat zien zich te conformeren aan het internationale recht, met name aan de mensenrechten en het humanitaire recht, is het EP niet bereid te stemmen”, aldus Luisa Morgantini, Vice-President van het EP.

    “De uitslag is een belangrijke politieke boodschap, niet gericht tegen Israel, maar om de Israëlische regering te dwingen tot het respecteren van diens verplichtingen, om aldus te komen tot tastbare resultaten van de Israëlisch-Palestijnse onderhandelingen, die kunnen leiden tot een vreedzame oplossing en tot een veiligheid van beide partijen.
    Het is tevens een signaal naar de Europese Raad en de Europese Comissie om meer druk op Israël uit te oefenen, tot opheffing van de bezetting van de bezette Palestijnse gebieden sinds 1967.”

    “Maar deze uitslag is ook een teken van hoop voor de Palestijnen, waarmee het EP laat zien niet blind te zijn voor het lijden van de Palestijnen in de Westbank en Gaza, en laat zien niet enkel vastbesloten te zijn tot verbale kritiek, maar ook tot concrete daden ter bescherming van de mensenrechten en internationaal recht.”

    “Het is ook een antwoord voor Premier Salam Fayyad, die een beroep deed op de EU om de relatie met Israël niet te upgraden, omdat er sinds Annapolis geen verbeteringen zijn, noch wat betreft de afsluitingen van Palestijnse gebieden, noch wat betreft de bouw van nederzettingen.
    En het is ook een antwoord op de Palestijnse burgerij en de NGO’s, die vele brieven naar Europese Parlementariërs gestuurd hebben.”

    “Tot slot is de uitslag positief voor ons Europeanen, die nu aan zichzelf en aan de hele wereld laten zien, dat het respect voor mensenrechten en het bereiken van rechtvaardigheid, niet slechts een abstracte verklaring van principes is.” Aldus Luisa Morgantini.
